For ours, the best toy has been a rawhide shoelace: it slides through their claws so they can't fully get ahold of it and it whips around in ways that it drives the cats crazy. They hear the slightest sound of it being moved around and they come running from wherever they are. They'll go at it until they start panting, which is when we stop playing with them. Great for tiring them out before bedtime.
